Southwest Elmhurst Wet Weather Control Facility

With a sigh of relief, residents of southwest Elmhurst can now move forward from planning to construction of the new Wet Weather Control Facility. The City Council heard from Alan Hollenbeck of the Wheaton-based design firm RJN Group that they have finished their studies and are ready to begin building. RJN Group received $488,000 for design, permit and bid preparation services for the project.

The $6.5 million project will increase the capacity of the Saylor and Jackson lift station as well as that of both gravity flow and pump-supplied sewer mains, and will add a 2-million-gallon storage tank at the wastewater treatment plant. A stand-by generator and a new control system will also be added. When completed, the station’s capacity will more than double. According to Hollenbeck, the fundamental principles behind the plan are redundancy and reliability.

Bids for parts of the project are currently being reviewed, and the remaining segments of the project will be out for bid by October. The City Council is expected to have approved all bids sometime in January. Alderman Jim Kennedy said earlier this year that the project should relieve flooding and sewer backups for as many as 2,300 homes in the area. When completed, it will cover an area that accounted for about 70 percent of the sanitary sewer backups that occurred following the July 2010 storm.

Elmhurst's Hahn Street Development

There’s nothing like having a choice in a matter, and that’s exactly what Elmhurst is facing with the plans for the Hahn Street development project. Since 2008, plans for the 10-parcel area facing Hahn and Addison with a York Road-facing retail area have been up in the air, but meetings last week signal that we’re making progress toward a decision.

Beginning on Monday evening, developers took turns presenting their visions for the area. The Morningside and Jupiter Groups were first to offer ideas, both focusing on a combination of high-end, eco-friendly rental housing and retail space. The Morningside Group has a successful track record here in Elmhurst having been responsible for both the Museum Square and the Crescent Court developments. These images are from their Hahn Street Development presentation to the committee.

Tuesday evening saw three more developers – Lincoln Property, Buckingham Companies, and Banner Apartments – present their renditions of the project continuing the theme of sustainable, upscale urban living combined with attractive retail space. Lincoln Property is probably most well known for its transformation of the Ovaltine factory in Villa Park. Buckingham’s plan included space for a community theatre that met with applause from those attending the meeting, and Banner Apartments partner, Doug Farr, literally wrote the book on Sustainable Urbanism.

Aldermen will grade the presentations either at or before the next meeting on September 16, and expect to narrow the field by the following week. From there, a final project vision will be adopted. After five years of indecision, Elmhurst will finally know what this new segment of downtown will look like.

It’s not surprising that we’re talking about development now that the real estate market is back on its feet. The market is a major component of our economy, and its health is directly related to the overall health of our community. Elmhurst's Center for Cancer Care Steps Forward

On Sunday, September 29, a celebratory 5k walk will kick off from the old Elmhurst Hospital Campus on Berteau and finish up at the new facility at Elmhurst Memorial Hospital. Proceeds from the Steps to Pink walk will benefit the new center slated to open in late 2013, and participants still have time to register on the event website.

The new center will offer access to medical oncologists, an infusion center, radiation oncology, and the CyberKnife Center of Chicago all in one facility adjacent to the hospital on the Main Campus. This means that patients and their families will be able to receive all of their care in one location.

While the new Center puts on its finishing touches, the fate of the old Elmhurst Memorial Hospital facility on Berteau is still in limbo. Susan Rose, a member of the Neighborhood Advisory Committee that was established nearly 20 years ago as a mediator between the hospital and its neighbors, said that the hospital is negotiating with a national home builder to develop the site. This would mean demolishing the old building to make way for the new housing. The hospital is currently conducting materials testing and environmental impact studies about the proposed demolition process prior to finalizing its plans. The name of the developer has not yet been released.

This isn’t the only plan for the facility that has been considered. Elmhurst’s building codes were cited as one of the reasons a 2011 plan to offer senior health and housing services fell through. In addition, two Elmhurst park commissioners recently spoke of a plan to investigate using at least a portion of the site for storm water retention. Whatever the final decision may be, Elmhurst residents will have to wait a little longer to find out all of the details. There is another Neighborhood Advisory Committee meeting scheduled for this month, which may offer more information.

Back to School Safely in Elmhurst

Anyone who has ever worked in an office knows who really holds the reins of power – the administrative assistant. That’s also true here in our Elmhurst schools, but in this case it’s not just a matter of who can get you what you need. Now it has become a matter of safety for our children.

As schools have become more and more buttoned down, it falls to the office staff to keep an eye on who’s coming through the door. They are typically the first people visitors and parents encounter, and beyond offering a warm welcome, these people are now tasked with deciding who to admit and who to keep out.

A good example is Antoinette Tuff, a school bookkeeper in Georgia, who recently persuaded a gunman to put down his weapon. She wasn’t just a gatekeeper; she was the first line in the school’s defense. Her personal interaction proved to be even more effective than a physical wall could have been.

Here in Elmhurst, Jackson Elementary School relies upon Jacki Lawrence to decide who gets to come in. If she has any doubts, she too relies upon face-to-face interaction by going to the door to speak with the visitor in person. If you do make it through Jackson’s front door, your next stop is the head office where Jacki inspects your identification and enters it into a database that will alert her to potential problems and automatically contact 911 if necessary.

Most parents are happy for these extra precautions despite the extra effort and time they require. The vast majority of school visits are straightforward and benign, but having such security procedures in place makes everyone that much more comfortable. Our schools are charged to be in loco parentis, literally “in the place of a parent” assuming the legal responsibility for the care of our children. It’s good to know that people like Antoinette and Jacki take this role so seriously.
